Call your doctor and ask them if it would be okay to enter a moderate to strenuous diet and fitness regime. If they say yes, then restrict your diet to about 1,200 calories per day. Cut out sweets, oils, and packaged food. Look into more vegan type meals, and cut out all meat except for fish. Take daily multiviatamins. More is more, but only have one per day with a meal. Do not skip any meals. When you wake up, stretch, and take a slow jog around the block. Make sure you do cooldown excersises. Then eat slowly and drink plenty of fluids. Eat 0 calorie snacks throughout the day. Try using a fiber supplement if your metabolism backs up. Do a 30 minute strength workout in the afternoon followed by lunch, lots of fluids. Never forget warm up and cooldown stretches. In the evening, do a fun, calming excersise for about 20 minutes. Stretches! And dinner. Fluids. Get plenty of rest. Every two days or so, change how fast, how far, how you run, and how much, what type, and what intensity of strength excercises you do. That keeps you from hitting a plateau. Dedication and determination. In about two weeks, you’ll start to notice a major change. Until about 5 weeks, you won’t notice much but you might start gaining muscle weight. At 8 weeks, you should see a positive result. Make sure you do take rest days every once and a while. If a joint or ligament is sore for multiple days, take a break because you would have damaged those areas. If you want to be less sore, load up more on protein daily and research "carb-loading". To carb load, the meal you eat before and after intense workout should be high in good carbs and your muscles will not be as sore. Eat proportionate to what you work off otherwise you’re not doing yourself any favors. Good luck.

well it depends how big you are… firstly you need a small amount of fat to change to muscle and therfore you cant be really skinny, also on the other extreme if you are too fat you will get abs but you wont be able to see them under the fat layer.
If you think you are fatter than you think you need to be: diet and take in less calories than you will burn, the best way to think is that typically on average a fully grown man will burn 2500 calories per day, say you could eat 2000 calories or less and combine it with lots of excerise which are aerobic, for example, running, fast walking, swimming, dancing and then also you can do crunchies (ther better for you and more effective than sit ups) and then also you can do the "plank" which is where you lay down flat with your body facing the floor, then similar to a push up, you can raise your body up with only your forearms and toes touching the floor (its much easier than it sounds) you can hold it as long as you can but one minit 3 times a day would be very fast to add the mucsle the, the aerobics to take away the fat also squats for example will help the muscle build.
if your thinner keep doing those muscle builds and some small aerobics will keep your body healthy and fit, you can then eat more than 2500 calories a day, to gain a small amount of fat to be changed to mucsle just dont overdo it xD good luck and i hope this was helpful :P btw if your a woman you can just change to average calorie a day to 2000, add 500 if your really thin, and take 500 if your overweight for it and of course if you have a small amount of fat already just do the muscle builds and eat normally :D x
