I was in the same situation and I got great abs and fine muscles using Six Pack Abs

lots of different sit ups every other day and some sort of aerobic exercise. u can gain muscle from doing a workout of 10 or 20 reps with 10 different ab exercises in a row but then u need an aerobic exercise to get rid of the fat.
