How can i lose the lower stomach body fat?

I go to the gym three times a week and i do 2 1/2hrs training of Aikido a week. i have given up smoking, i eat fruit and veg, i dont eat crisps or chocolate. i cycle two miles everyday (Mon – Fri) i just do not seem to be able to lose the tummy fat.
can some one help, it feels as though all the exercise is not helping.
